Whole Infrastructure Systems for Resilient Development

This company's software and consulting services help cities assess the vulnerability of their infrastructure systems (e.g., water, energy, transportation, communications, sanitation, green infrastructure). Our goal is to help cities in prioritizing and funding infrastructure projects that will increase the RESILIENCE (ability to recover from shocks) of those systems. We help city leaders create a "critical path" to resilient infrastructure.
We'd love to have a simple logo like Apple's apple with a bite out of it...but not sure whether to go for a simple wizard-related image or something that better conveys what we do and for whom we do it.
We like the "Ask the WISRD" catchphrase...triggering people's memories of The Wizard of Oz and how the wizard (our software solution) can answer super complex questions about infrastructure resiliency for city leaders.

Open to suggestions, but we want the colors to be easy to see for multiple uses. Not a lot of different colors. Interested in Black and White option too.

Possible images to convey include:
1. Version of a city (like Emerald City of OZ) with a path leading to it (like yellow brick road), representing a "critical path" to city infrastructure resilience. Logo should work for a middle America version of a city. Product is not just for big and modern-looking cities.
2. Some use of the Wizard imagery, but with an updated twist...a wizard, wizard's hat, wand, or magic reference (but not TOO fantasy for Civil and Mechanical Engineers). Also needs to seem professional to Mayors, City Council members, etc.
3. Use of the WISRD letters alone (maybe black and white), with wizard symbol or city image built into the letters somehow.
4. Whole systems imagery - multiple systems interacting with one another...creating greater level of Resilience.
5. Some images of infrastructure systems, like water, energy, transportation, communications (but not too busy)...connected to a city?
6. Something representing Resilience, the ability to bounce back from an extreme weather-related or other shock to infrastructure systems.
For each logo we will ultimately need five high-quality files per logo variation - this means providing a spot-colour file, a pure CMYK file, a pure black file, a pure white knockout file and a RGB file. As a guide, these should generally be in EPS, TIFF (1500x1500 at 300DPI), and JPEG/PNG (800x800 at 72DPI) formats.
